Envy is the Inside Out 2 newcomer people reach for when the obvious emotions are taken: the small, teal-skinned one people spot the moment you nail the color.
That color is the whole job.
Aquamarine skin and a short blue-green wig do more work than any single garment, which is why this is a build and not a buy:
no retailer boxes the full look, but every piece is easy to source separately.
She also slots into an Inside Out group by color. Stand her beside Joy's yellow, Sadness's blue, and Anger's red, and the teal fills a gap the cast leaves open.
No boxed Envy costume exists, so build her — the teal skin and blue-green wig make her Envy. A lilac polka-dot dress, purple leggings, and teal boots finish it. ~$39 for the wig and paint; thrift the dress.

Envy is a color, not a costume, so the look rides on two pieces you buy and three you thrift.
Buy the wig and the paint, about $39 together, and they carry the character. For the skin, mix the aquamarine from Snazaroo’s Rainbow face paint kit at Michaels, $19.99 — it holds the sky blue and grass green the shade is made from, and no one bottles that exact blue-green. For the hair, HalloweenCostumes.com’s Bright Teal Wavy Wig, $18.99, a short wavy cut with feathery bangs on an 18–25” cap. It isn’t returnable once the package is opened, so buy it as a final purchase. Without the teal skin, a teal wig alone looks like a generic blue character.
Thrift the rest. A lilac long-sleeved dress with a magenta collar, purple leggings, and teal boots finish the silhouette, and a thrift rack covers all three for a few dollars. Add the two dark-fuchsia barrettes she wears in her hair, either as clips or the licensed headband below.

You can clip in your own dark-fuchsia barrettes instead, but the licensed headband matches the screen detail without a parts hunt.
